The Office of State Budget and Management (OSBM) is excited to announce that we are seeking candidates for an anticipated opening for a State & Census Data Consultant within our Demographic and Economic Analysis section!

OSBM delivers high quality budget development and management services for state government. Overseeing the state’s budget process is at the heart of much of what we do. Yet OSBM is much more than budgets.

  • Our team provides budget and policy analysis counsel to the Governor, state agencies, and state legislature.
  • We analyze economic and demographic data to inform decisions and maintain a balanced budget.
  • We provide state agencies with services to support stewardship of public resources and prudent decision-making. This includes tools to improve operational efficacy through data and evidence, such as strategic planning, performance management, and impact analysis. 
  • And we support agencies’ financial control structures such as grants management, internal audits, and the oversight committee for retired state employees' health benefits.
  • Our office is also home to the state fraud hotline, where any citizen can report suspected misuse of public resources.

About the OSBM Demographic and Economic Analysis Section

The Demographic and Economic Analysis (DEA) section provides vital information to the Governor and senior OSBM management on the current and projected condition of the North Carolina population, economy, and state revenues and expenditures.

DEA represents OSBM in matters of the economy and state revenue before the General Assembly, participates in discussions and negotiations with the Fiscal Research Division of the General Assembly, and provides economic and fiscal information to various stakeholders.

The section produces the official population estimations and projections and provides socioeconomic and demographic expertise to state and local stakeholders as the lead agency for the US Census Bureau’s State Data Center (SDC) program as well as the official governor’s liaison with the US Census Bureau.

DEA also oversees the State regulatory analysis process to ensure state agencies adhere to sound economic principles and public policy during rulemaking.

As a State & Census Data Consultant, you will:

  • Serve as the Governor's liaison with the Census Bureau and act as the primary resource on census-related issues impacting North Carolina.
  • Staff and advise the North Carolina Complete Count Commission.
  • Train local governments and coordinate with them on census preparations.
  • Represent North Carolina within the Census Bureau's State Data Center (SDC) program and coordinate with SDC program affiliates in NC.
  • Provide socio-economic data, visualizations, and analysis to OSBM, state and local entities, elected and appointed officials, and the public.
  • Make presentations on demographic and socio-economic data, with particular emphasis on US Census Bureau data.
  • Update, expand, and enhance the Log Into North Carolina (LINC) database.
  • Coordinate the Census Working Group of the NC Geographic Information Coordinating Council (GICC).
  • Work independently with supervision, demonstrating integrity and maintaining confidentiality.
  • Maintain professionalism and develop strong working relationships with state agencies, senior public officials, legislative staff, and external stakeholders.

Knowledge, Skills and Abilities / Competencies

Management Preferences:

  • Documented experience communicating technical information effectively, both orally and in writing, to technical and non-technical audiences.
  • Demonstrated experience summarizing, analyzing, and presenting demographic, socio-economic, and/or related types of data.
  • Ability to manage projects and data resources, including relational databases and/or open data platforms, preferably involving stakeholders from multiple organizations.
  • Considerable ability to visualize and analyze data using tools such as Excel, Power Bl, statistics software packages, Geographic Information System (GIS) software, AI-based tools, and/or other related software.

Minimum Education and Experience Requirements

Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Master's degree in statistics, economics, mathematics, decision science, computer science or other quantitative field; or equivalent combination of education and experience. Experience with at least one statistical programming language, including R, Stata, SAS, or similar.  All degrees must be received from appropriately accredited institutions.
